Some services can’t start, if the SQL Server service isn't running, so you want to make sure that SQL Server starts as the first service after a server restart.
The startup type for the SQL Server (MSSQLSERVER) service is set to Automatic by default.
You can set startup type to AutomaticDelayed for the services that depend on the SQL server. The SQL Server service will start immediately when the server boots, and the rest of the services will then start a few minutes after.
